Pretty simple my question
Can I or Does exist a way of monitor outbound calls in real time like I do it with inbound campaigns?

What exactly do you mean by "monitor"?

Like the way I can see the number of calls in real-time page reports.

The Real-Time Report does show outbound and inbound calls.
