Fresh Install Won't Allow to Add/Update Carriers etc

Hi,

I have installed VICIBOX server, when I login as admin with user name 6666 and password 1234, it let me in, but when I try to modify carrier it message "You do not have permission to view this page" Anything which I am doing wrong?
