So train the agents to notice their "non-logged in phone" or use NON "on-hook" agent phones so they get the login phone call when they log in. Then if they DON'T get the call during log in they will realize their phones are broken.
During training I always complain that we can't change the "you are the only person in this conference" sound to say "You are now being paid". But I tell the managers to "translate" that for the agents when they train the agents. Explain to the agents that this phrase means you're being paid. Without it you are NOT being paid.
Imagine an agent who hears "You are now being paid" (or equivalent) at the beginning of every shift ... one day they do not hear that. They freak out and get a supervisor (because they aren't being paid! Panic!). But with "On-Hook" phones you have none of that. No call.
Of course, you could also pay someone to "auto-logout" anyone who is logged in but who has an unregistered On-Hook phone. Not a particularly complex script. A little more complex if in a cluster, but still doable.
