Enable webform without call entry

Hello friends,
I need to enable the webform. Currently this is enabled only when there is an incoming call. I want it to be always enabled. Your support

Two options:

1) Make an outbound call (or "lead preview" to view the lead before actually making the call to that lead). Note that in this scenario, you can not make any changes. You must be on a call with a lead to change the record for the lead as an agent in Vicidial. To make changes when NOT on a call with a lead, you use the "lead modify" page as an administrator.

2) Explain how the webform will be useful with NO lead in it?
