Manual Dialing Error

Hello. I setup an instance of GoAutoDial CE 2.1 running on a KVM/QEMU virtual machine with 200GB HD space and 2GB of RAM, and I'm currently unable to make outbound calls with it. The steps I have taken are as follows:

1. I followed the Goautodial_Getting_Started_Guide,
2. I registered an account at "sip goautodial com",
3. I updated my carrier settings following the steps in the Carrier_Sample_Configuration guide,

When I try to make outbound calls manually, it gives me the error:

DIAL ALERT:
Call Rejected: CONGESTION
Cause: 0 - Unspecified. No other cause codes applicable.

My Asterisk realtime logs show: WARNING[826] app_meetme.c: Unable to write frame to channel Local/8600051@default-57ba,2

Please advise. Thank you.
