Where does WEBFORM get triggered at the start of a call?

When VICI is dialing outbound calls, where in the code does the WEBFORM pop at the start of the call when we are AUTO dialing (Adapt Tapered), the WEBFORM URL is set and 'Get Call Launch' is set to WEBFORM?
Same question for the Start Call URL? Is one more efficient than the other? We're interested in which will pop the URL first?
