Calls dial with delay after VM drop

I am not sure if it is normal or not behaviour, vicidial do not make new calls until vm drop file is played completely after click on vm drop. I was supposing vicidial will start making new calls as soon as agent click on vm drop button and disposition call.
Vicidial custom install on Cent OS 7. Single server with DB, WEB and Asterisk. Two agents.
