whats the difference between the status CBHOLD and CALLBK ?

why exacly do we have these two statuses? why not just have one of them? if there a speficit reason we have two? if so can you please explain?

CBHOLD is when a scheduled callback is not yet ready to be dialed
CALLBK is when the scheduled callback has hit it's trigger date/time and can be dialed
CBHOLD is a special reserved status that cannot be selected as a campaign dial status.
