about build_translation_www_files.pl

i want to use build_translation_www_files.pl to build a kinds of language astguiclient, but l failed.i was so confused. my operations as follows:
1th : opened the file /usr/src/astguiclient/translations/es_language_admin.txt.
2th: edited it with SuperEdi tool, just replaced Spanish language with chinese ,and then saved it as UTF-8 format.
3th :changed the current directory to /usr/src/astguiclient
4th: run the command
[root@vicidialnow astguiclient]# /usr/share/astguiclient/build_translation_www_files.pl --help --admin-only --without-en --language
5th: at last, i found there was nothing in /var/www/html/vicidial_es.
do i need to run install.pl ? what should i do?
