I will actually be giving a presentation at Amoocon in Germany in May about this very topic:

The short summary is that VICIDIAL started in 2003 because a company needed a basic one-call-at-a-time list dialer and all of the available software at the time that did that was very expensive and offered very limited options for data interoperability. So I created VICIDIAL and have been improving it ever since.
